Dell D600 Floppy Disk Bootblock BIOS Recovery HELP!

I have a dell d600 that i bricked trying to downgrade from athe a16 bios to the a02 bios. This laptop isn't mine and i need the bios restored. I've bought a floppy drive and looked at the bios using winhex and it should take EBON?????BIN BON?????HDR BON?????BIN or BON?????HDR. I bought a usb floppy and put properly named files on the disk. Hold down the END key then plug in the power and get an orange power light, then i let go and the laptop accesses the floppy for like 1/10th of a second then thats it. Is their something im missing? It has usb floppy support written in the bios so how come i can't use this feature. I promise to donate if you help me out. If anyone wants to look at the bios files ill post them.

Since the floppy is a USB device, you need to boot from "USB device" or similar, instead of floppy.
