Dell Inspiron 15 3000 no boot bad charger?

I am trying to resurrect a laptop.
I can download win 10 on it just fine. New 500 GB HDD.
When it boots after installing I get a warning that says the power adapter wattage is wrong. It says I need 65W or higher. It is a Dell 90W charger...
Striking the F3 key does nothing. Striking the F1 key gets it about halfway to boot before shutting off.
I just reprogrammed a different dell laptop I tried a 1T HDD in it, then a busted 500Gb HDD (didn't know it was busted) then a different 500 GB HDD then a 320GB HDD. I know thats a lot of HDD's. I decided to keep the 1T so I stuck a 500GB in and got it programed. The second 500GB has a little busted leg on the L shaped power connector. Just the corner of it broke off and my Big Desktop detects it just fine but the laptop doesn't.
On the 320GB HDD I got the drivers for the battery charger, which I think is whats happening here.
Any way to convince it that we are going to run with this charger? At least until I get a new 65W?

Can you let the laptop charge for a while and then try?
I left it plugged in all night thinking the same thing. I suspect the charger may be bad but unsure. Once I got win 10 downloaded on the 320GB HDD, the battery charged right up on a different laptop I am resurrectinng. Both laptops take the same charger. The battery is no good, but in my experience with laptops, sometimes you have to hold the cord (and your face) just right to get it to connect.
If it matters, I get amber white amber, white amber white blink code with a long pause between when plugged in and nothing I do with the cord turns it solid white.
Somehow this is confusing...
Let me try again...
I have two dell laptops. a 1545 and a 3545. The 3545 has the issue with shutting off after programming.
I put the different hard drives in the 1545 before I got one to program with the battery drivers. It works pretty good despite the bad battery and looking like it got run over by a truck.
The 3545 is the one with the error screen above.
I could take the Hdd out of the 1545 (320GB) and drop it in the 3545 but I suspect it wouldn't have the correct battery drivers.
I will pull the battery out of the 3545 as soon as the wife gives me back the charger.

Quick update:
Taking the battery out did the trick. It is programmed and updated. Seems to work fine until I stick the battery back in. Then it won't boot.
BIOS says the battery is functioning normally.
I am still having the above blink pattern.

Any thoughts on what to do with this now? I have reset cmos by holding the power button for 30 seconds with it unplugged and the battery out. I reset BIOS but can't see what might screw with charging in there.
