What is the Make, model and rating of your current Power Supply.

I just replaced a psu in a Athlon 64 rig that wouldnt start up, no issues after that.

Grab a power supply from a reputable brand such as Seasonic, Antec, Enermax, XFX, Silverstone.

Just because a fan spins doesnt mean its giving the board a power good signal, swap it and try.

y i know, it would be the most likely part to break right?

Yes, better psus tend to sacrifice themselves without breaking the rest of the rig.

One last thing to inspect, make sure there are no bulging capacitors on the motherboard.

Check connectors first, clear CMOS, reseat CPU and replace thermal paste. Also try booting with each ram module separately (if you have more than one). If the problem still persists, buy a new PSU. I recommend Enermax Maxpro 600W EMP600AGT, since it's relatively cheap and quite good.
