Disable turbo for max multiplier all the time

Am i right that if i disable turbo on my i5 3470 with my z77 mb that the oc of x40 x 100 will make my cpu always run at x40= 4.000ghz?

I thing my cpu only runs at 38x because it only goes up to x40 when turbo kicks in?

Would you recommend me to diable turbo to get full advantage of my multiplier?

It will only go to 4Ghz on 1 core all the rest will run at less, if you wanted all cores to run at 4Ghz or higher you should have paid the extra $35 and got the 3570K, unfortunately you are limited. TBH you wont notice any difference between 3.8Ghz on 4 cores and 4Ghz on 1 core.
What I am saying it you cant make it sit at 40 or 4Ghz it will fluctuate between 3.8Ghz and 4Ghz as the load increases and most of the time will fluctuate heavily between 3.9-4Ghz, after all Intel don't really want you to get 3570K speeds out of them.

Havn't rebooted so the change i have made will take place, i have disabled turbo and multiplier is x40 since i have disable any speedstep it won't go down in speed and will stay at 4.0 ghz. That's what i have found out so fare just need to reboote and se what happens to my speed

With intel extreme tuning utility i can set all core to 40 or above 40, i am not gonna use that and set it to above 40 since i know many say it's not gonna run faster then 4.0 ghz

And a evy bridge can actually go past 4.0 ghz, what the limited is for all 4 cores i don't not, 3.8 or 4.0 ghz i guess with turbo of it's 4.0 ghz

Well you comparing my oc'ed i5 3470 to a non oc'ed 3570k, any good non k i5/i7 cpu can be oc'ed so it has the same power a stock i5 3570k cpu, but if you oc a i5 3570k only another k cpu can reach the same (oc'ed) speed
