That power supply looks suspect but I could be wrong.

FreeSync enabled or disabled?

What kind of flickering is it? Picture -> Black -> Picture or more like tearing?

Does framerate of the game (ctrl+shift+o) impact the problem? Running exclusive fullscreen or windowed?

Installed the latest graphics drivers and updated the display firmware (if applicable)?

can you record a small video clip on your phone and upload to youtube to show us whats happening on screen when you try to game?

Even if its just 20-30 seconds its more than enough.

Since you tried the monitor on a second PC and got the same results, that rules out the computer (and PSUs). That points to the monitor as being the problem. But before assuming it is the monitor, swap cables.

The monitor may be defective assuming the issue doesn't show up on other monitors.

If the issue does show up on other monitors...that looks like artifacting rather than flickering. Might be something wrong with the card.

The card is new, I take it? I'd RMA it, especially if it looks exactly the same across all monitors/games.

HIS Radeon RX580
That would be the problem right there HIS is not known for producing quality products hence why they're usually on the cheaper than most list for reason

Looks like possible GPU issue could be a GPU memory problem......try undercklocking your GPU clock and memory and see how that goes....also what is the GPU temp?

I have try on other pc still same.

I already swap with my friend power supply

I have try 3 different monitor

I do reformat the pc
Wait! First, formatting and re-installing the OS is pointless since you already tried this on another computer.

There's nothing left but the card itself - assuming a different cable has been tried at some point during those 3 monitor swaps.

Really I think your only solution is an RMA and the sell it straight away and buy a better brand like Sapphire.. HIS are just cheap rubbish they use the shitties fans money can buy and they cheap out on almost every other component on the board to boot
