my FO32U2P does 4K 240Hz over a DP1.4 cable at the moment, mostly because there's barely any cards that can do DP2.1

Try it and find out, then report back here with your results.

Do note that MUCH depends on the quality of the cable. Sadly, not all cables are alike - especially when hardly any ever go through any quality assurance testing before leaving the factory.

Yes, DisplayPort 1.4 can support 3840x2160 (4K) resolution at 144Hz. DisplayPort 1.4 offers high bandwidth capabilities because it supports Display Stream Compression (DSC) 1.2, a technology that allows the video stream to be compressed without noticeable loss of quality.
DisplayPort 1.4 offers data rates up to 32.4 Gbps on all four lanes. In addition to high bandwidth, DisplayPort 1.4 also supports High Dynamic Range (HDR) video.

So, DisplayPort 1.4 can support 4K resolution at 144Hz, of course, provided that both your graphics card and monitor support this output feature.
