More or less; there would be no way of guaranteeing its stability as the design was never tested and verified for those speeds. In other words they might have ended up in a situation where it's stable for 90% of users but the rest get odd crashes or errors, which would be quite a bad situation to be in. It would just reflect badly on everyone involved.i think it wouldn't be stable on mobos that'd lack pcb layers or something.

It wasn't that it wasn't stable, the reason AMD didn't do it, was because the quality difference between the 400-series boards was too great, so too many boards wouldn't pass the PCIe SIG certification and thus couldn't meet the PCIe 4.0 spec. As such, rather than letting some boards support it, AMD simply said they wouldn't allow it a at all, to reduce any kind of user backlash.
