Does lower tier gpus have enough grunt for 6gb + vram games

Today 8gb vram seems okay for 1440p (2560x1440 144hz) but if you don't have the money for a used rtx 2060 super or high gpu and don't want the heat and power consumption of a rx 5700 xt you can buy a used card or buy lower tier

Used or new gtx 1660 super or a used rtx 2060 only has 6 gb and they should be fine (gpu power vs vram).

Used theres a gtx 1070,1070 ti and 1080 (might use the same power as a rx 5700 xt but is cheaper), new theres a rx 5500 xt 8gb

Question:

Is a gtx 1070-1080,rx 5500 xt with 8gb vram able to take advantage of more than 6gb + vram games without fps dropping down to something like 60 ish fps instead of 100 fps or around 100 fps instead of 144 fps.

Older games (dirt 3 older grid games, bf 3, older wolfenstein games) in 2560x1440 144hz doesn't use close to 6gb and new games that can use more than 6gb vram like doom eternal, sotr, might run slow (fps) when the game uses close to 8gb compared to 6gb vram.

Something like a rtx 3070 with 8gb vram might have so much power that 8 gb vram in doom eternal isn't enough if you set graphics as high as possibel to get 144hz, before you reach the gpu's limited for 144hz, you might run into a vram limited where the game say you can't set graphics higher because you don't having enough vram, even if fps would be in the sweetspot with higher settings.
