There are white list built into notebook and laptop motherboards that will preclude certain Hardware from working with others and it is primarily due to Thermal and power constraints if you are living in the Middle East good luck trying to keep anything nice and cool if you really want to upgrade.
Only things that seem to be primarily region-locked are typically in China or North Korea it is possible that things are region locked in the Middle East excluding Israel
