Hay friends my question is i found an 3060ti from asus which is rog strix and one

ASUS DUAL-RTX3060TI-O8G-V2 - OC Edition

The rog strix costs 1k and the other one is only with 2 fans and 800 gold/euro/dolar what ever. Now i want to know if there will be an drop of hashrate on mining.

Both lhr? If one is lhr and other non lhr - then yes, otherwise same good n old equal performance.

Assuming all else is equal (like memory chips and clocks) then there shouldn't be a hashrate difference between brands, but for eth it's mainly memory that is used and the memory that runs hot. I don't know what the difference is (if any) between the dual and the strix, in this respect. Typically, $200 dollars would add several months to reach payback, so it's not usually cost effective to pay a premium unless you plan to keep it long-term.
