Double copying from one HDD to two others

Is there a method (batchfile ?) or a software, that will do the following : do a double copy of a file into a large data-HDD - to a destination on that HDD that varies depending on the file being copied - and also to an unspecified location on a small drive (or USB) which stores ONLY those copied files ? AND deletes the original. Because of the last requirement : DELETION , I suspect it would have to be a batchfile. The location of the source is fixed - one particular folder on the system drive. I must retain unfettered access to both the data-HDD and the copy-repository.

I have had suggestions of Storage Spaces, syncing, VSS, RAID and synctoy - none of which seem to do exactly what I have specified, but are all work-arounds.
