on my FX1700 the fan runs alltime with 60%, card has an ADT7473 so i should be able to adjust it in the BIOS with NiBiTor.
here is the trick that does it for me:
open bios file
Tools > HexView > right click in HexView > Search > HEX for "00404D02"
now overwrite the last two digits that it look like "00404D80" and close
now you are able to use Fanspeed IC
works for me on a FX1700 and maybe other non 8800GT cards with ADT7473
