Extremely high ping and packet loss

I've had this problem for a while now and since you folks are keen to help me, i will present you with this problem:
While gaming(TF2 in this case) most of the time I have, although bad, playable ping of around 100-200ms.
However, occasionally i get these ping 'spikes' i.e. my ping rises to extreme heights (600-1000ms) and then drops again. This happens quite irregularly; sometimes about once every two minutes, sometimes not for ten minutes, and sometimes every thirty seconds.
Also, my packet loss is extremely high, at around 20-30% or sometimes even 50%.
It is really pissing me off!

are you downloading porn in the background? maybe someone else on your network does?
check with resource monitor where your network bandwidth goes and what your current thruput is

No, I'm not downloading anything in the background, I made sure of that. Also, my sister has the exact same problem(i just checked). My guess is my ISP is horrendously shitty, or maybe the Ethernet cable from router to modem is bum. Also, in Resource Monitor, the amount of network traffic is about 10-40Kbps.

Also, I just rebooted the cable modem. The ping went down to 30-40 for little more than a minute then went back to 300-500. Me sad panda

does your cable modem have a feature that lets you see howmuch traffic is going through it?
disconnect your pcs one by one to check if one is causing the problems

You checked the splitter(s) in the home ?, And try connecting with out the router too.

Not sure what hope 2 is.
