Flickering screen at startup, crashes, and BSOD after instaling new GPU

I bought a rx460 and recently i have some problems with it. The First problem is that after "starting windows" my screen goes black and it flashes the image and then it turns black again and again. I can fix this problem by turning off and on the monitor, but i think it's connected with the crashing and the BSOD. Also i've been getting random display driver crashes. And recently when the pc was idle and it was downloading a game over steam the PC did a BSOD. I did a memtest it everythink was fine. Im starting to think its my PSU not supplying enough power.

Are you sure to have installed the latest Direct X?
Before installing the RX460 did you unistall the drivers ?
If that psu didn't cause you any trouble before i don't think is at fault .
I happen to had reboot because the cause was my power outlet that was route bad.

Is you're cpu overclock?

Because i have read that the rx460 from powercolor says that it require a 400watt psu and you seems close to be at the limit of that psu.

I did a clean install of windows 7 and i forgot to install Direct X its probably that, and i did a DDU and installed the latest drivers. But the black flickering screen doesnt go away after starting windows, i dont have any problems with the old GPU with the flickering screen and also on my friends PC the new GPU worked just fine no crashes or black screen.

I dont think that Minidump is going to be of help as all the dates are too far in the past to be useful. Go to Event Viewer/ Windows Logs / then check Application for errors and and Windows for error that happen just before the time of BSOD, post screen shots of the errors listed! EDIT: Curious to what GPU's you tested in said PC that are working right now with no issues?

Did Direct X cause the BSOD?
Don't double post XD, yes as you can see with Blue screen view is says that dxgkrnl.sys and dxgmms1.sys are part of the crash .
This are Direct x system files.

SO the Logs showed no errors at all during them times? They will be listed with a RED X Circle?????

Well if you just installed Windows 7 then make sure you have all your mobo drivers (chipset and all that stuff) from the mono vendor website, Then make sure you have your .net installed and updated as well as Direct X...THEN INSTALL THE AMD CATS!

That was the BAD POWER DOWN or the actual CRASH. What error is is just before that one? I see one below that was cut off in the screen shot. RED Exclamation points too!

I installed the chipset drivers, direct x and all that stuff, did a ddu and instaled the latest AMD drivers yet the black screen problem at startup is still present tho i can fix it by turning the monitor off and on again, but i didnt test it if it will crash cus i dont have time now i will do it later and i will tell you if it still crashes.

If you still have the old gpu, put it back in, update the motherboard bios to latest release or latest beta (AsRock has both). If you tested your monitor on your friends machine with your video card and it turned out ok, then your power supply or motherboard are at fault. I'd Test that monitor on a known good machine, then with that video card in known good machine. If it flickers before putting in your gpu, the monitor is on the way out, because you said when you put the card in your friends, there was no problem.

When i put in the my old GPU it works just fine, but with the new one the screen flickers with the monitor, but i installed older versions of the driver and sometimes when i boot the screen works fine and sometimes it flickers. But now im gonna test if the PC will BSOD or the display drivers will crash. And ill report to you later. And also without any drivers with the generic windows vga drivers the screen doesn't flicker, maby it's the a faulty motherboard or the pcie slot since all the display crashes were TDR related meaning the GPU didn't respond and the display drivers shut down and then recovered. And also does it have to do something with my PSU not having a -5v rail?

everything Im reading says the system is under powered. 65w for CPU. The minimum spec on the GPU say 400watt min, whats actually needed? Also, considering there is no external power, could mean potential motherboard if you try to overclock.

I suggest borrow a 500 watt or better PSU to test with and make sure everything is plugged in correctly.

Ok yester i played games the whole day from morning to night and i didnt experience any crashes but i just got up and watched a youtube video and some artifacts showed up on my screen and the display drivers crashed.

These are Time Out errors, there are some work arounds to help elevate the error but these errors usually mean there is another problem some where else. Here is a link to a youtube video that shows how to extend the time out time from 2 seconds up to what ever you want.....this is a work around tho and not a fix. Again good luck.

Here are somethings that cause that error.
Problems with the power supply
Poor Cooling
Overclocking Issues
Bad System memory or incorrect memory timings
Defective PC Components
