Why Does no one make gpus with the chips on the "top side of the card"
in theory it would allow someone with slot blockage issues to put there gpus side-by-side even in the case of double or even triple height coolers

There are too many different video cards at too many different price points. It would cost too much for a company to do that. Moral of the story, plan your upgrades before you buy your motherboard.

I was just wondering why they have not done it for the Enthusiast market I bet some people would kill for something like that

I don't think they would. I think the enthusiast market will buy a board with a good slot layout, or the extreme enthusiast will put single slot water blocks on the cards so they can run as many as they want.

I don't see it as the GPU manufacturer's responsibility to offer that.

suprisingly big cards do pretty well right next to each other providing you venhilate the area.

single gtx480@ 850/990 90c peak with normal 35 cfm 80mm fan blowing on it and gpu fan at 100%

dual gtx480's right on top of each other @ 882/1052 73c peak with gpu fans at 100% and dual 95cfm 120mm fans blowing cool air onto the cards and specifically aimed at the heat pipes.

so no need for odd card configs, just put more airflow on them.
