FPS drops, re-gained with DeFocus

I know that the title it's not very clear (or clever if you say so), but i really have no other way to explain it.
So it's a week or so that my Games lose FPS (especially DS3 since it's the only game i play lately), From a steady 50-60 to a solid 15 FPS (even the Audio, like the footsteps are slower "nice job, devs!")
So i took the teeth off and decided to Test it with a benchmark.
I made a run of Unigine Heaven Benchmark 4.0 with the Basic settings.
Is some scenes the FPS was going up and down furiously, from 90 to 30, rapidly going up and down.
Is some scenes where the engine had to work more, it was a steady 8 - 15 FPS.
BUT the nice thing is that i only had to "ALT+TAB" out of it and "ALT+TAB" in, to make it works smooth again.
The same goes with the games i play.
What the hell is wrong with my PC (or even me) at this point?

PS I was using the latest AMD drivers (16.10 with the Hotfix)
A friend suggest to use an older version of it. I'm installing the 16.7.3 as of now

Here is what i meant.
After i've installed the 16.7.3 Driver AMD (i did a rollback), that's what happens:
If you pick at 02:28 You will see in the top right corner of the screen the FPS sudden drop.
This is unigive heaven benchmark btw, extreme preset, and i recorded the video using my cellphone
