Framerate capped at 60FPS?

OK, let me say sorry for this in advance. I've been looking for the way to turn off the 60FPS framerate cap on this system for days, and my feeble mind can't grasp the solution. (Getting older is not for sissies)
This system is running Win-7 64Bit, and my graphics driver is 372.70 (the latest WHQL driver)

My Hardware is:

i7-4790K CPU with Kraken X40 AIO cooler in Push/Pull
Gigabyte Z97X-Gaming 3 Mainboard with F7 BIOS installed
16GB DDR3-2400 RAM (4-4GB sticks)
HyperX 480GB SATA-III SSD
Seagate ST4000DM SATA-III HDD
Plextor DVD-R/W PX-891SAW
NZXT Source 530 Case with all Noctua 140mm fans installed.

In SLI, 8X8 mode:
Gigabyte GTX-980Ti Gaming GPU 1215MHz 6GB Memory
EVGA GTX-980Ti Super-Clocked GPU 1101MHz 6GB Memory

One is faster than the other, but both have worked well in SLI for months.
Recently I ran the Heaven Benchmark to confirm my cards were performing properly and I noticed that my FPS goes to 60 and locks in. It never goes above that FPS at all, and that is far different than before.

I've been messing with Heaven's settings, and nothing will stop this throttling.
I uninstalled the display driver with DDU, reinstalled it, and it's the same. I uninstalled Heaven and reinstalled it too.

The system runs at 190FPS in Catzilla Benchmark, so I know I'm getting proper SLI behavior in that program.
Anybody have the solution to this?
