Game stutter at high frames

In apex legend and some other game my frames are over 100 and its smooth but if my frames go under 100 at like 90 or 80 and less the games are stuttering a lot its hard to play i tried a lot of things but nothing helped.
My pc: cpu i3 8100 3.6ghz
gpu gtx 1060 3gb
ram 1x8gb 2400hz
monitor 144hz 1ms 1080p

This is how it looks in task manager when i play apex legends, gpu and cpu are almost always over 90% and only uses less than 3gb of ram out of 8gb.

Judging by what you said, CPU could be hitting 100% and causing the GPU to pause waiting for data. I've seen that happen in Harry Potter: Years 5-7. You can use the graphs on the performance tab to see if that is happening. When CPU hits 100%, GPU will have a corresponding drop (usually not to 0% because it's an average over the last second but a noticeable dip).

You can see in this video that i posted that cpu usage is almost always at 100% and gpu over 90% but sometimes gpu usage drops to 60% or or 70% for a few seconds.
And stuttering is not much visible but when i play and move my mouse i can feel the stuttering a lot, at 70 fps is already unplayable.

That cpu is holding you back... not enough cores and threads as well as a lower clockspeed which isnt helpful in high fps gaming. MOAR cores and MOAR clock speed, bud.

Most people i've seen with same setup have smooth games at 60 fps at same game so i dont think its cpu , but i have single channel ram and some people told me it might be bottlenecking cause of single channel with only 2400hz

Oye vey... yeah...

single channel RAM + an i3 = problems in some titles. Native quad can hold back FPS in some games. You are also looking for high hz/FPS gaming so any CPU horsepower/ clocks at 1080p is welcome.

More cores, more clocks... an i3 is well behind the curve in many titles. I also recall COD BLOPS4 uses what it can evenly... The fact that your GPU isn't constantly running at 99% is the sign... that GPU isn't being fed.

i3 is slightly bottlenecking your gpu and single channel drives that problem to noticeable effects you are describing. i3 alone wouldn't be that bad but single channel memory makes it worse.

Various parameters of ram but amount are still ignored even by tech knowledgeable folks so when it is needed to go cheap on something people usually recommend to grab one stick instead of two and slower (lower frequency) stick which is wrong. Even if it is needed to go cheap and for example take 8GB then instead of going for 1x8GB stick it is better to take 2x4GB as fast memories that can fit in budget and put them into dual channel configuration.

Among all recent ryzen 3xxx series tests one included interesting comparison of memory speeds and results, especially in gaming, are shocking to me. The website is in polish language but you do not need understand language to compare lengths of bars on charts:

A CPU that has its usage percentage higher than GPU usage indicates that your CPU is holding back the GPU. Your setup and situation is the classic example.

Well depending on the brand and other factors, that could cause performance problems. I've known from experience. Like you buy a off brand SSD or HDD. Well not really off branded but they seem to mess with the PCB making changes like a video Linus did some months back. Just saying

I would say to start with getting another stick of 8 GB RAM and see where that gets you. 8 GB really isn't enough for gaming these days and it would allow you to use dual channel.

as a fellow Nvidia 144Hz user, i recommend Vsync off in the nvidia control panel and in game and capping your framerat to 120 or 130 in RTSS (comes bundled with MSI afterburner)

Your monitor is 144hz, what do the experiences of people playing at 60fps have to do with yours? The refresh rate difference is exactly what the problem is.

You could perhaps try an fps limiter (rivatuner) for a smoother experience.

All Vsync is off and i tried to cap my frames but stuttering is always when fps goes under 100.

My hdd is about a year old , its TOSHIBA HDWD110 1TB

If it was the same @ 60 fps then it sounds like single channel 8GB RAM is the problem.

CPU Usage is misleading because it shows you an average of all the threads
50% usage could be two maxed out threads and two idle ones

Right click on the graph and change it to graph logical processors. If just one hits 100%, it might be the cause.

As others have said it's most likely the GPU not being fed at certain times when the game needs it, if the GPU is at 30-60% like you said then that's most likely the problem. Also, from what I've seen PUBG is quite CPU intensive, a lot of the tech reviewers were getting stutter with much better CPU's so it might be time to find a cheap second hand i5/i7 that fits your socket.
