gaming Issues with a hp pre build

Hello a friend of mine purchased this pre built pc https://www.amazon.com/HP-Pavilion-...1513230394&sr=8-1&keywords=hp+pavilion+gaming
We got everything together hooked it up to the wifi plugged in his dual monitors to the video card updated the nvidia drivers downloaded counterstrike go. and i used the nvidia geforce experience to optimize that game as well. but since we have been playing. ive pulled up the net graph and im only getting no more then 60 fps? i know this video card and processor is capable of pushing more then that.i also downloaded msi after burner to make sure everything was running and not overheating as well. just not to sure what else to do. help me! thank you

that just means he's got a 60Hz monitor, and vsync is enabled.

if you want higher FPS without tearing, turn on fast Vsync in the nvidia control panel - although this wont do anything except show you a higher FPS, and make the PC run hotter

I dont have vsync enabled in game and it switches between 30 40 to 60 fps

I dont have vsync enabled in game and it switches between 30 40 to 60 fps
the nvidia settings over-ride the game settings, if you ran geforce experience to optimize the apps its likely forced settings on.

try unistalling geforce experience, then reinstall your GPU drivers and select the 'clean install' option
install geforce experience again after that, but dont run its optimize feature

Try launching CS:GO from nvidia experience, avoid opening the game directly from steam if you plan to use nvidia experience optimization!
