Getting back into computers: new build. Any advice?

My computer has not been stable at all lately. I've had enough of it. It's gone through 3 power supplies, and now I think the motherboard is dying (ECS). It works for about 20 minutes, then locks up and/or crashes completely. Sometimes it won't post for hours on end, for no reason. Other times when it does post, everything on the screen is full of gibberish.

So I've had it with the down time. I have little time to waste, and I can't be working on a project, then have the computer crash.

New build time.

My budget is about 500-700. I don't game much anymore, but when I do, it's not stuff like Crysis and the like. The most graphically intense game I play is FEAR.

What I do with my computer though, is a lot of music and music editing, photoshop, drafting (nothing too elaborate) and that's pretty much it. I don't need new peripherals or case. I prefer to use AMD and ATi.

I haven't been keeping track of technology, so my knowledge is fairly outdated.
