im playing LOL on a computer with i7 920 and hd4870. fps is around 10-20. and it's not the ping...
Take an SS of your video setting, maybe there is a setting that your card doesn't like or something
what is an SS?

LOL is an acronym for League Of Legends..
I've had loads of issues with LoL, most of the time, a reinstall, or since recently available, a repair helps.
League of Legends is such an incredibly buggy game lol, its a wonder its playable at all at the moment.
So it isn't Laugh out Loud?

Probably software related, reinstall the game / drivers is probably all you can do.
PS. You PC looks unbalanced, top notch i7 with a ancient 4870?
I wouldn't call 920 high end anymore, and maybe he games occasionally, so why would he need a super beefy graphics card?
The fact that his pc is, according to you " unbalanced" doesn't matter though.
His pc should be easily sustaining 60fps at max settings when playing LoL.
Not saying he needs a beefy graphics card, his card seems adaquate for playing LOL.
Just pointing out that it looks strange seeing a 4870 outside of a Core 2 Quad build.
Hehe, did not mean it personally or anything was just making sure it wouldn't be seen as a potential issue that could be causing his problems^^
Drivers + a Reinstall then let us know how it goes.

The 4870 was a great card back when the i7 920s came out FYI, he just didn't update his system since then
I'd say an i7 920 OCed to 4Ghz is like an i7 2600 (non-K). LGA 1366 is a great alternative for cheap but powerful HT processors.
Watch your video card clocks with Gpu-z see if there stuck sometimes if you watch a youtube video and try to play a game your card wont throttle right

i had a 4670 that had that issue .
Shouldnt have been with up to date drivers. But on topic.. try a reinstall of both the drivers and game.
My HD5850 did the same thing, i tried every driver update, upgrading to a GTX570 solved the problem though
this is a different computer it just happen to have a 4870. i tried switching out the card with my other 4870 but same thing. one wierd thing is that i cant access amd overdrive in ccc. everytime i accept the terms the whole amd overdrive tab disappear
Sounds to me like a bad driver install. Do a full uninstall of the drivers. Run a driver sweeper program to erase all remaining traces of the previous driver install, and reinstall most current drivers(CCC 12.4)
