Getting too much VRel on my GTX980

Hello everyone,
Yesterday, I accidentally noticed my PerfCab section of gpu-z is showing Thrm.
So what I basically did was I head to my Gigabyte OC_Guro panel, and set the Fan control to manual, the temperature decreased from 80c to 72 73c in couple of minutes, but! then immediately I noticed the perfCab changed to VRel, limited by voltage reliability!
When this happened, I remembered at least for the past 2-3 weeks, I have been seeing the VRel, but didnt pay attention to it.(I thought its normal, either it should be util when not on load, and vrel otherwise!)
but when I read the perfcab reason, since yesterday this has made me really worried.!
I have a 700W Green power supply unit, and this should be pretty much Ok for a GTX980 at full load.
I have been using my gpu 24/7 for the past 6 month non-stop, for running my deep-learning experiments,
and I also need to mention that for the past 2~3 month, I noticed a significant change in the electricity power, in our local, seems due to summer and high consumption of electricity in our local, the local distributer, can not keep up, I see the lights getting dimmer! and fans spinning alot slower.
Is this the prime cause of this problem? Is it dangerous to my PC? what should I do about it?
Now, What is happening here, Is my gpu stressed or faulty? has my psu gotten faulty?
should I ignore this , considering what I have just explained, (electricity power, 24/7 experiments, etc) ?

Benchmark Scores bench...mark? i do leave mark on bench sometime, to remember which one is the most comfortable. :o
you should not be worried, VRel is not an issue, it's just a logical limitation that's bound to show up (i get that at stock as in OC on my 1070 ) just like all perfcap they are indication of limitations, not problems.

already discussed a lot on it ... and this is my conclusion (and for some, for not saying a lot, people it's the same conclusion)

see a light load and VRel kicks in (using only GPU-Z load test to show active PCIeX link, ok ... 99% GPU load is not so light ... tho the test is ... )
