All I look at when I buy well anything prince-performance ratio.
And if I have a draw I'll look at the power consumption.
So if you can GTX 1070 / 1070 ti for the same money I would by one of them.

It's all relative to the price.

If you are just gaming at 1080p the Msi gtx 1660 ti gaming X is great little card. 1440 or higher I would look at the 2060 or the newer 5700/xt cards.

Your system specs do not list a display resolution making it quite difficult to make a recommendation. The Vega 56 will give you a 33% average increase in fps at 1080p ... a bit less at 1440p ... is that what you are looking for ?

In the Netherlands ... the only Vega 56 PCpartpicker comes up with is €592.95

The 1660 Ti is 43% faster than the 580 and it also overclocks better (16.3%).

And, according to pcpartpicker, its widely available in the Netherlands for under €300 ....

2060s are in the €370 and are 75% faster than the 580 when both cards are overclocked.
2060 Supers are in the €430 range and are 100% faster than the 580 when both cards are overclocked.

Price performance (all cards overclocked and using models tested here on TPU):

Sapphitre Nitro Limited Edition 580 = 106.50%
Vega 56 = 133.0%
MSI 1660 Ti Gaming X = 168.6
MSI 2060 Gaming Z = 175.6
MSI 2060 Gaming X Super = 198.9
AMD 5700 = 172.0

For performance / price ratio .... well we are in a bit of a pickle here as your €275 is a lot less than anything currently listed on pcpartpicker ...be that as it may

MSI 1660 Ti Gaming X = 168.6 / €300 = 0.562
Vega 56 = 133.0 / €275 = 0.484
MSI 2060 Gaming Z = 175.6 / €370 = 0.475
MSI 2060 Gaming X Super = 198.9 / €430 = 0.462
AMD 5700 = 172.0 / €380 = 0.453

So on a strict cost / performance basis, the 1660 Ti has a clear (16 % +)a dvantage ... of course the model you pick might not do quite as well in the tests as the MSi model tested, but then again, I'm assiming you don't have a limited edition Nitro.

On the other hand ... such a simplistic approach ignores your cash investment in the rest of the PC ... it's not the card that goes faster it's the whole system. And, of course the are always diminishing returns as performance increases. If budget exceeds €300, easy to make a case increasing sped by 75 or just unber 100%. But that all dpends on your unnamed monitor. Will you monitor gbe able to take advantage of the more powerful card, getting 120 fps in Witcher 3 won't be realized in your monitor is 1080p and tops out at 75 fps . But going from 45 fps @ 1440p w/ your 580 to 85 with the 2060 super or 75 with the 2060 will be a real kick in the tail.

Try to get the 5700 or 5700XT, though you'd have to pony up more cash for either. You can consider the GTX1070/1070 Ti or the excellent GTX1660 Ti if you're so inclined. I can't comment about the VEGA56 Gaming OC, but I do have 2x GB VEGA64 Gaming OC in my 3960X rig and all I can say is, the 3rd party cooler on them keep them pretty 'cool', temp's about 70'ish under load. I didn't used to like Gigabyte, but have since changed my mind.
