gigabyte radeon rx vega 64

hi all, first post as I need help please.
I have a rx vega 64 that come in a rig I bought the other day but its idle temps seem to be high at around 70 degrees sometimes, this is the issue I think but please don't take my word for it as I am a novice when it comes to PC gaming.

the fans on the card only kick in when gaming or when the rig starts up or in the bios, when its in windows and idling the fans don't kick in at all, is this card broke or do I need do something to help with temps?

How clean does everything look? Also, do you know if the previous owner did any kind of replacing the TIM on the card. Likely the fans aren't meant to kick on at idle, has been a popular feature of late on cards. Also how are any fans in the case oriented. Sounds like either something is very dirty, there might be an issue between contact of the cooler on the card and the card itself. What temps do you see when gaming? Also, what is the ambient temp in the room the PC is in?

When you say 70 degrees, is that Celsius?
What case are you using?
