Hi, so i have an rx 570 wich should to run at 1244mhz, but when gaming or running benchmarks like superposition, the gpu runs between 1060 to 1180mhz.
If i set the power limit in wattman to 135%, it runs at 1244mhz with no issues.
No thermal issues, my cpu is a R5 3600 and the PSU is an EVGA 600B.
Is this normal?

Yup, it's power limit.
You can either mod vBIOS to lower vGPU (lower voltage = lower TDP/power + lower temps) or increase TDP/Power Limits in it.

Technically it's normal, hard to tell. What games are you running and how do you play them, v-sync on or off ?

I have a Freesync monitor running at 72hz, but in Mass Efect Andromeda for example, the gpu can't handle 72 fps constantly and even then the clock speed is around 1130 mhz.

I had the same 'issue' with my RX 570 and undervolting in wattman fixed this for me.
In my case 950mV 'State 7' with +20% power limit is stable but every card is a bit different so you might need to find out what works for you.
