What is a good arcade style jet fighter game? Not looking for a simulation game that takes a college education just to start the jets engine, but more like pick a plane and go dogfight/ground attack.

SP or MP?
You can buy your way to the "Jet ranks" in War Thunder to play arcade mode, but you don't get the new stuff yet (most recent planes are the G.91 YS and the Mitsubishi T-2K, with the most armed being the F-100D and the Mig-19). It's arcade but you don't do ludicrous things like on Ace Combat, it's more of a realistic mode with mouse movement and hand-holding (no overstress, no ripping of wings/flaps/gears, it tells you where to lead your aiming, etc).

If SP, Ace Combat or Hawk.

I played Ace Combat 4, 5, and Zero recently on PS2. Your PC is absolutely powerful enough to run PCSX2 very well. If you decide to try this out, google some setup guides for them. Some games require specific settings in place or they will render and/or run poorly.

Well damn, bought Ace Combat 7, DL'ed and installed, went to play, and my X52 doesn't work. Come to find out, only the Thrustmaster T.Flight Hotas 4 Flight Stick is supported. No other hotas controllers work with the game. Refund requested after 23 mins of game time (mostly spent on intro video and going though the options)

Ace Combat 7 on PC is the only answer. There is HAWX 1/2 which are poor mans Ace Combat clones but the first one was decent enough. It is easy, fun, great graphics, great frame rates (90-140 on my PC at 1440P) and the gameplay is good. Overall I think some of the PS2 era and AC6 had some better mission designs and I find the story in AC7 to be garbage, but as a whole the game is very good.

Aside from that, I'd look into Flaming Cliffs for DCS World. It is a middle tier flight simulator. If you're not looking to put some effort into it and don't want to use a HOTAS or use a cockpit view then it isn't the game for you. Currently 50% off:
https://store.steampowered.com/app/249320/DCS_Flaming_Cliffs_3/

It is pretty much based around the mission editor and there is no game like story.

Otherwise, your options are DCS full fidelity modules which are very difficult or Falcon 4 + mods which is also high fidelity.

Final option, Ace Combat 4/5/Zero on PS2 via emulator.

Because these games can look pretty I've attached screen shots.

I think you'll find the same scenario for Hawx. I think only a limited set sticks work.

Why can't you just manually set up the game to work with your current HOTAS setup? Using the software that came with my CH Poducts kit I have been able to use it with any flight game I have tried. Is this not possible?

My X52 works fine with Hawx.

Why can't you just manually set up the game to work with your current HOTAS setup? Using the software that came with my CH Poducts kit I have been able to use it with any flight game I have tried. Is this not possible?

The game is coded to only use the -
-Thrustmaster T. Flight Hotas 4
-Thrustmaster T. Flight Hotas One
-HORI HOTAS Flight Stick for PlayStation 4
-HORI HOTAS Flight Stick for XBOX ONE

It will not recognize any other flight stick. I could map out all the controls to buttons on the stick, but the game doesn't respond to moving the stick at all.

Wings of Prey.
I wanted to like Wings of Prey, I did, and still do. I install once a year, and for me, it feels like I need a pilot’s license or an engineering degree to fly. It’s always an uninstall after an hour of torture.

Ace Combat 4 Shattered Skies on PCSX2 is my recommendation.

Without a doubt the best in the series that I played. Although yes it has aged, it is about 18 years old. But the BGM, mission design and overall tone/feel was great. AC7 has utterly cheesy characters and dialogue. I recently played AC6 for the first time on an Xbox One (it is a 360 game) and the mission design was great, large in scale. There are multiple operations that you can choose which change a mission's scope notably depending on which you can use. But it felt like a large scale war. Although the cut scenes were utterly cringe worthy. Problem is even when running on the Xbox One, the frame rate was very low. Must have been 25-30 most of the time.

The game is coded to only use the -
-Thrustmaster T. Flight Hotas 4
-Thrustmaster T. Flight Hotas One
-HORI HOTAS Flight Stick for PlayStation 4
-HORI HOTAS Flight Stick for XBOX ONE

It will not recognize any other flight stick. I could map out all the controls to buttons on the stick, but the game doesn't respond to moving the stick at all.

Well that blows. I don't get why a dev team would shut out more players by not supporting different sticks. What a dumb move.
