GPU bottlenecked but not by the CPU.

This looks more like a game engine bug. I know this because the same thing happens to me when playing Rome 2 Total war on campaign map. GPU usage drops down to 70% for no particular reason. FPS of course drops as well.

That's not a bug. He bottlenecked the game artifically by turning Vsync on @ 75 FPS. Nothing special.

Didn't really see the 2nd picture lol. No I guess it's simply too much for the GPU. Thread title is about right.

Game is Sniper Elite V2 guys, i used Vsync to drop GPU temps as i get's VERRRRRY LOUD.
It only happens in that area too so not sure if i can find a work around, not gone further than that point yet.

Last time i finished this game was on a Radeon 7770.

Actually, this made me think. 37 FPS? 37 FPS is half of 75 Hz (37.5 FPS actually but you get the idea). That probably means that the Vsync adapts and drops to half-rate Vsync. That happens because your GPU isn't able to achieve 75 FPS at the given moment, and to still stop visual tearing (VSyncs main point) it drops it to 37.5 FPS.
