So lately maybe 1 out of 4 shutdown's the GPU fans will spin really loudly. I looked at the GPU fans and they are all good there is no dust, nothing damaged and everything seems to be ok. This is a newer pc build with the following components:

The fans start to spin loud right when the screen turns off... I am not sure what it is or if its normal or what so if anyone has any input that can help me?

I had this with previous videocards. Some do that when shutting down. Most will do this when booting up though.
It's nothing to worry about, probably something in the cards bios signals it to go 100% with a power down.

It might be nothing, but there's always possibility that something is overheating.
I had a similar problem with my Sapphire Nitro R9 390 when suddenly under idle and during the shut down GPU fans shortly spun at 100% speed. I figured out that the GPU was overheating (VRAM hitting 94°C and GPU 90°C) because the fans weren't spinning. I think that I messed up something with Sapphire TRIXX when overclocking the GPU for testing purposes. Afterwards I removed the GPU, cleaned the fans, uninstalled GPU drivers along with TRIXX and made a clean install with newer drivers and newest TRIXX. The problem was solved.

but there's always possibility that something is overheating.

Card Spins fans to full power to aid shutdown cooling of Card otherwise Chip can possably overheat on the latent residual heat still in the GPU

Basically nothing to worry about

My fans spin on gpu only when I fire up a game or something otherwise they don't

some of them spin backwards or goto 100% to help with dust build up on shut down
