Hello,
I have an amd gigabyte HD5770 which sits at 400mhz idle. It does not go to it's max 850mhz when using MPC HC (with madvr) even though the activity is at 98%(but still at 400mhz). There is a boost of quality when gpu sits at 850mhz (with mpc hc).
It does go to 850mhz when using other software (games, benchmark, etc), but not MPC HC.
I can set the clock to 850 with amd gpu clock tool, but I have to do this on each powerup.
The rest of the config: g4560, msi h110m, 16gb ddr4, ssd, 620w psu, win7, latest drivers (crimson 2016.0226.1531.27895 for amd).
The windows power settings ar set to high, everyting sleep mode is disabled or high power - in advanced power settings the Multimedia settings- When sharing media is : Prevent idling to sleep, and When playing video is Optimize video quality
I noticed that when in idle the voltage sits at 1.0, and when it's in load it goes at 1.125. If I set the voltage at 1.125 via the AMD GPU clock tool (when in idle), the gpu core does not change, neither does the voltage.
I tried MSI afterbuner, I loaded the profile and it only went to 850mhz for about 2 seconds.
I also tried the steps is these threads, still the same:

How can I set the gpu clock to remain at 850mhz all the time? (i tried to reinstall driver, same issue, latest driver).
