As the title says really. got a 1030 on the way to replace it, but can I give this 'thing' some more oomph?

Saying they are the same card is about the same as saying the RTX 2080 Super and RTX 2070 Super are the same card. They use the same core, but in different configurations, with the unused parts of the lower end core lasered off so they can't be enabled.

So, no, they aren't the same card and you can't flash a 710 to a 730.
