I'm curious to know:

Are all GPUs locked internally? For instance, is there a way to pull more voltage than 1.93v with a gtx 1080 ti?

If so how?

And if not, what's the point of water cooling if you can't push your hardware more? I feel like you can pretty much get "on Air" anything you could also get "under water"...

not with software/bios no
your only option is hardware mods
which involve a lot of fiddly micro-soldering

more voltage ins't necessarily going to help either

No they aren’t. Only under stock bios.

What you’re looking for is to upgrade to the XOC Bios, it is a no power limit bios and also unlocks the voltage, just make sure you have adequate cooling, I.e fans on full or watercooling. Liquid metal on the GPU die all help, and better thermal pads on mosfet etc is a good addition.

I’m running 2100mhz with a small bump in voltage, GPU maximum temp under load is about 30-34 degrees with an EKWB custom loop, liquid metal & thermal grizzly thermal pads. Nice setup and my GPU isn’t binned the highest, so that’s about the limit for me, could go a bit higher. Let me know if you’ve got some questions, I’m no expert but can point you in the right direction as I’ve done it all on mine and am fully stable

Edit / the point in watercooling is to remove excess heat. Air cooling wouldn’t be able to handle the heat well unfortunately. My card would be drawing ~400W now so you need a good cooling system to deal with that, unless you want to say bye bye
