gtx 690 bios broken

So basically I have bought a used gtx 690 and on first boot nothing happened it just lit up. after some restarts I finally got a picture. I went to install some drivers and.... I they didn't install. after that I went to device manager and saw
"TWO" gpu's a gtx 690 and a Tesla k10 with the gtx 690 saying its not working correctly. So what I think happened is that the previous owner was doing some weird stuff to the bios and somehow got two bios's installed on the gpu almost bricking it. I have tried flashing the original rom it flashed and then nothing changed still the same problem. So I wonder if I can remove the k10 bios altogether. I don't really know what to do anymore I even tried contacting nvidia and they pretty much didn't know what happened and sent me to evga who also didn't help.

Check for missing Capacitors as on older cards like this it was one more or one less to change to the workstation variety, and they could also be cross flashed.

It basically means changing a Quadro card to a GTX or vice versa by flashing the Bios.
