My GTX 970 have the half performance. In 3DMark i have the same results like with my previous ATI Radeon HD 7870 XT. I tried 3DMark and Need for Speed Payback in Windows 8.1 (fresh install) and i had the same performance. Should i replace my GPU?

GTX 970 today:

5 years. I think PSU it's not problem. I tried High Performance in Windows and NVIDIA Control Panel and i have the same results.

id recommend doing a Malware scan, using whatever A/V you have. Also, take a look at what is running oin task manager, see if anything is running on your GPU with out your knowledge

In Nvidia control panel, set power management to "perfer maximum performance".

That will mitigate bus issues however if a psu is getting weak it can start affecting system performance

Maybe just a bug in Nvidia drivers... check temperatures and try to run the latest version of 3DMark.

I tried older driver from 2015 and performance it's the same in 3DMark.

Can i play new games with Intel HD 4600?

I open case and fans really not working. Do i have half performance because fans? I think i damage GPU when i play games without fans. Is it possible?

Try to clean the fans, I suggest using hair dryer (outside the house), then use MSI Afterburner to setup a manual fan curve and to monitor temperatures. Attached below is what I use on GTX 970.

Clipboard02.jpg

If the fans are in a bad shape (won't spin fast at 100% speed), consider replacing them, and in the same opportunity reapply thermal paste. GTX 970 throttles (slow down) around 80c to prevent damage.

Fans working if i manual set speed in MSI Afterburner. With Auto doesn't work. I damage GPU when i play without fans.

Not necessarily. GTX 970 slows down around 80c to prevent damage (occurs at 98c). Try to run 3DMark with fans at 100 percent.

GPU temperature only 30c in 3DMark.

30c at load doesn't make sense. Make sure the integrated GPU is disabled from the BIOS.

1. Uninstall all of Nvidia drivers
2. Run Display Driver Uninstaller
3. Install the latest version of Nvidia drivers
4. Set fans to 100% and run 3DMark

I did this and it's the same. I have more FPS in 3DMark with 50% fan speed then with 100%. Without fan it's the same results as 50% fan speed.

Since you're getting lower performance with fan at 100 percent, maybe the power supply can't handle the load.

Try to unplug all non-essential devices (secondary hard drives, case fans, everything that is not required to run 3DMark).

Most graphic cards these days have that zero noise thing, where fans spin only after 60ºC, if the temperature is above that and the fans don't spin there is your problem. Could you take a picture of your case interior ? do you have multiple PCIE slots, did you try another PCIE slot ? Also see if you can test the card on a different PC.

You showed this image when running 3dmark:
