GPU : 2070 Super

So my RAM looks like this

[-----------------------] DDR4-4
[-----------------------] DDR4-2
[-----------------------] DDR4-3
[-----------------------] DDR4-1

now ill tell you what combos ive tried and if they boot up

1 Only: Yes
3 Only : Yes
2 Only: no
4 Only: no
1,3 : Yes
2,4 : No
1,4: No
3,4 : No

All my RAM also light up during this stage, Ive also checked with completely diffrent RAM and finding the same results as above.
Ive checked the CPU pins, RAM Slot pins also look good and i know i didnt over tighten the AIO just not sure what is causing it so any ideas on it would be much appreciated

Have you tried clearing CMOS? I struggled to find anything other than this support page in regards to the beep codes. That only has one 5 beep explanation, and it's for CPU error.

Make sure all connectors (EPS cables for CPU power especially) are properly plugged in. Are you plugging your AIO pump into the CPU_FAN or the CPU_OPT header?

These might be worth taking a peek at:

Ive pluged it into the CPU_OPT, Im not 100% on how to reset CMOS on my MoBo. I dont think it would be CPU as i can fully boot up the pc and use it just when i plug in the final two ram in slot 4,2 it beeps

If you can get into the BIOS, there should be someplace to reset to default settings. Looks like there's a clear CMOS jumper just above the header for your front panel connectors, or you could remove the CMOS battery for a couple minutes.
