A good friend of mine watched me uninstall and reinstall cooler and looked at the paste and both were A-ok.

What else is there to do?

It's idling at still temps are at 95 to 98 and God forbid I open anything up it snaps quickly to 100

Obviously, he is wrong. The cooler isn't attached properly.

How could It be attached improperly, its snug and completely tightened down.

says the fan is running at over 2,000 rpm. Someone explain what im missing..

No way to tell from our end but clearly the CPU is not making proper contact otherwise you wouldn't having this problem.

Just because the paste looks like it spreads out that doesn't mean the pressure is sufficient or even. If you can't figure it out take it to a shop, clearly something goes wrong when you put back the cooler.

If you removed it, didn't clean it and then stuck it back on, probably with a lot of fiddling and movement involved, you need to repaste the thing.

Clean, repaste, remount. What you can do is remount first without paste, stick a piece of paper under the cooler, tighten it as you normally would (don't overtighten!) and if you can't remove the paper from under there, at least general pressure of the cooler should be sufficient. Then remove, apply paste, and tighten it as you did before (obviously without the piece of paper now).

that cooler should be ok buddy but your cutting it quite close with a 95w cpu, re apply some paste and see how you go if no good you might want to consider a tower cooler or AIO watercooler if one would fit in your case.

Couldn't I reduce the wattage the cpu outputs and maybe solve the issue just shooting blind as of now lol and what type of paste do I get

you could get some paste like MX4 which is good and cheap, yes you could reduce the cpu vcore voltage but ive never used that cpu so would be shooting in the dark but saying that a -50mv offset wouldnt hurt, id try the paste first and reseating.
