If windows 10 slows down your pc it's advised to go back to windows 7.

Updates?

Check your Taskmanager what process is doing this.
Could be the "Windows Modules Installer"?

Also, is the OS on mechanical HDD or SSD?

What I would start with is opening Task Manager and clicking the "Startup" tab. I would disable as many things as you can that are not necessary on Startup.

Check this so you can see what process it is actually doing this:

So you tweaked with the OS services.... (this isn't always a good idea)

Test and set everything to default, see what it does then.

HDD 100% is a windows 10 known problem, you must install windows updates for the problem to go away (not sure which update solves this, but I always install all updates for windows).
If you need to resolve the issue right now, without installing any update, just disable superfetch service, windows update service and turn off windows defender (not recommended but anyway you can install another antivirus)

Yeah, you should at least get a small SSD for your boot drive. It will be money well spend, I assure you.

Using the most recent BIOS 0711? : https://www.asus.com/Motherboards/P8H61MX/HelpDesk_BIOS/

Brand and model of HD needed. There could be a firmware update for drive, it could be failing.

What have you done to troubleshoot the problem?

just to make sure, can you check your windows 10 build number? just run CMD and you will get it on top of the console windows:

Or, to try to actaully diagnose rather than give upgrade advice:

Check smart data with hdd sentinel or similar.

No one has suggested actually running a virus/malware scan. Malwarebytes scan to eliminate possible infection running in the background.

I would try a windows defender "offline scan" ( if that's all you have available )as well as a proper A/V scan if possible. Make sure all services are loaded etc (never run a scan from safe mode as it misses much if what it could find potentially infected( at least if the infection is hiding in a system service, if it's not loaded it might not be found as easily )

Platter drive on windows 10. I have seen this issues before and really no fix for it unless you go through and run a OS script tool that turns a bunch of features off. I would personally just get an ssd or two

If its services causing the problem, maybe some scripts to turn off m$ services would be of help. Here are a bunch by w1zard

https://www.techpowerup.com/forums/threads/windows-10-tweaks.214172/

You'll find several options ,for both removing individual services, and as many as possible services. I hope it helps.

& the batch file approach

https://www.techpowerup.com/forums/threads/windows-10-tweaks-for-vga-benchmark.228698/

I would read carefully before running any of them as I would never recommend blindly removing services willy-nilly

Your platter drive is probably better. There is little info on his HDD specs and age.
