I have decided that 3080 is overkill for my 1080P 240hz monitor, So I decided that buying RTX3070 MSI X trio and pair with i9-10900K for work. at least the i9 will not bottle neck the GPU too high, I read in the forum average below 5%, but now I dont know that my MSI 240mm AIO will be sufficient to cool the CPU and also 16gb 3600mhz is sufficient for it....

32GB RAM make more impact than overclocking 10th gen Intel CPU, so you find within your budget for 32GB RAM first then CPU.
4x8GB or 2x16GB Ram config provide the same benefits.

Fortunatly i already bought the 16gb, the z490i unify has only 2 slot of ram since is itx, that means i have to sel the 16gb and buy 32gb, and which speed should i choose? Or any perticuler brand?

any G.skill Trident Z Neo 2x16GB 3600mhz kit should be good, you can overclock maybe like 200mhz to 3800mhz

Probably fine. I wouldn't expect any spectacular overclocking performance given I'm not familiar with that brand at all. Could very well be Samsung C-die and not B-die which doesn't perform as well if I remember correctly.
