Help ! Gigabyte Rtx 2080 super white led blinking no fans and display

Hello guys and girls,
I need your help as I didnt find anything like this exactly.
Befere I sold my it was working fine.Then I sold it on ebay and on the first day the buyer received the card he said the led over the pcie connectors are blinking white and no display.
Ofcourse I am an idiot and have no proof that the card was working so he won and sent the card back.
Now I tried the card and same problem with 500w Pure power 11 von be quiet and 1000w Dark power pro 10 also bequiet. White leds blinking over the power connector and no fans spinning.
The card was working on the 1000w dark power pro before so the abnormal power supply problem is out of question.
So my question is, should i dissasamble the card and look for some damage and post the pictures here or could this be still a psu problem ?
no warranty on the card bought it from someone it was from a prebuild.

abnormal power supply, right on their website
I literally wrote this in my post that I know what it is....
The question is why it is reporting abnormal power it WAS working and now isnt.
The psu didnt change.

You can pay for an RMA.
You mean contacting gigabyte and asking them for repair ?

What do you mean by Changed cables ? I used The same Mainboard with The Card in two different Cases.

should I try with a different motherboard ?

Shady folks out there do shady things.....I wouldn't put it past someone to swap GPUs on you. Buy a working card to replace their same make/model card and send back their bad card to the seller. I'm not saying this happened, but you never know.

Nope its my gpu

Tried different Motherboard same problem.
The debug Led is glowing Red on VGA do Something is wrong

Those two Look suspicous to me.

Did it have any sort of tamper seal on it?

Possibility he has switched it. you should have noted the serial number down, and possibly security marked it.

There wasnt any but on my old Photos there werent any either.
But on the right of the PCI e pins there is a V Number it is the same and i checked other Cards on zhe internet and all Had a different Number so it seems Like It really is my Card.

What do you mean by Changed cables ? I used The same Mainboard with The Card in two different Cases.

should I try with a different motherboard ?

you said you tried 2 different be quiet PSU's, did you also use different cables or just used ones for both?

Two different as Said, one psu is the same as it was before i sold the Card and IT was Wirkung. The other one isn't modular.
I would say its not the PSU.

the card is clearly telling you it has a power issue, if it isn't the PSU and i believe you then it's the card, the 8pin and 6 pin connectors

I contacted ebay but they cant do anything, I am going to confront the buyer through ebay and see what he will answer.

Isn't the serial number located on the backplate:

If dude was smart he should have swapped the backplate. The only way to prevent this would be to put identifiers on backplate and pcb itself.

There's been a lot of talk about ebay, they are all about customer satisfaction and don't care about sellers, you can check the subreddit for ebay. You are screwed.

I almost put my old card on ebay when i read all the stuff there, lot's of sellers scammed, and just put on a local website for sale.

I would have not accepted returns, if you show proof of the card working, you don't have to. If you mark the sale as no returns, they are accepting the terms by buying the item. I see loads marked as no returns.

I guessed by the condition of the card it was different, that's why i said are you sure it's your card.

He has got your card and his money back now, so he will not even reply to your messages i bet.

No return, i would not have accepted the card back. I have 2 bank accounts, 1 separate for ebay, so they can't rob my personal account in case of disputes.

Atleast in germany you dont pay to the seller itself anymore, you pay to ebay, ebay holds the money until the the buyer gets his package and then after 2 days they send you your money.
So I didnt even receive the money, so 2 bank account wouldnt do much.
