Help!!!!!!!!!! i can't screw in my cpu stand off screw into my motherboard

Help i can't screw in my cpu stand off screw into my motherboard , there's a Layer that's prevented me from screwing the screw over from the front to the back.. The motherboard i'm using is a
ATX Motherboard X99-A II and i'm trying to install a
Cooler Master Hyper 212 EVO into my motherboard.

That looks like a pretty straight forward install. The screws should go right into the socket so you dont have to use that backplate that comes with the cooler. Your kit might not of came with the 2011 screws.

Here's a image there's a layer that's prevent me from putting in my 4 stand off screw from the front to the back is that normal this is my first time building a pc so I'm still a complete noob.

its either not coming out, or its using some odd screw head type...anything on the top side you can unscrew?

You don't need a backplate for X99, you just screw in the nuts/standoffs straight into the screw holes pre-mounted around the socket and then screw in the crossplate onto them:
