Hello everyone) please help me choose a video card, the characteristics are:
AMD Athlon x4 3.1 GHz
400 watt power supply
I used to have a Radeon r7 250 installed, now it’s not enough)
The budget is limited, so an inexpensive but high quality solution is needed.

Unfortunately you are VERY limited also by your CPU and your PSU ain't helping to get any better but more power hungry GPU,it will help us if you give us the rest of your computer specification but according for what we have here I can suggest you to go with GTX 750 as it still way more powerful then R7 250 and only using about 60W and your CPU still can handle that card OK.....GL

rx570 4g?
Well I wish his CPU can handle that card but in reality in most cases it will create severe bottleneck + his PSU is 400W and probably old and not quality brand also his budget is obviously limited so getting the better and more expensive card but same overall result as cheaper card is kind of useless.....

These two usually don't go together.

Look for used GTX 750Ti or R7 260X. Both are about twice as powerful as R7 250. I assume you have some Chong-Dong-Feng PSU. If you want R9 270X, R9 280, GTX 760, GTX 770 - you'll have to replace your PSU as well with something more powerful and better. Both RX 570 and especially GTX 1650 Super will be very likely well above your budget. So yeah, GTX 750Ti or R7 260X are your best bets.

GT 1030, GTX 1050 (Ti), Radeon RX 560.. I'd say that your CPU is a bottleneck even for those cards, so there's no sense for a faster one.

"Limited" means different hings to different people.

New only or you willing to risk a used card ?

Does your PSU have a PCIE cable to support cards over 75 watts

What is your system pulling in watts at the wall ?

If talking new and ya have te PSU power and 6-pin power cable ... then 1650 Super is about $170 ... faster than a 580 (also @ $170) and with both cards overclocked on the heels of a 590 ($200). If ya don't have the cable, then a card which doesn't require one ... some "light" models of the 1050 / 1050 ti or RX 560

But then again, that's more card than your system match. But the card could be reused when you upgrade.

inexpensive but high quality
I think its time to sell or use that machine for something else. Athlon II X4 in 2019 and 2020 soon will not even checkmark minimum requirements for game to even operate at a resonable quality and framerate.

I'll advise thinking of 1st-2nd gen ryzen based system before any type of system upgrade, those are cheap and powerful

John up there has a good point. We don't even know whether your PSU has PCIe cable. If it doesn't, you'll need another PSU. If you have only 4 GB RAM... well, than you'll literally be better off replacing the whole system with something more powerful. And no, you cannot build a good and fast gaming machine for 200 or 300€. If you don't have at least 500€ - forget about it (that's without monitor and peripherals). For powerful older machine you'll need at least 800€, while for new powerful gaming machine you'll need at least 1500€.

Can you provide a clear picture of your PSU or write down detailed system specs, so that we can make better suggestions?

Totally agree on that, I had to use Phenom II X4 940 BE & 4GB RAM; that was painful to use even for desktop usage, EVEN with a SSD. And since Athlons are slower due they lack the L3 cache, it's going to be a total bottleneck for anything modern GPU.

...I had a R9 290 with that, overkill much?

Yea I'd agree with others as I had a Athlon build with that same cpu but had a 4850 but course upgraded to 750Ti and OC the cpu @3.7
