Help Selecting Upgrade Please

Hello all and my how things have changed!
The last video card I purchased was a Voodoo5 AGP 64mb to go in my Pentium II 233mhz pc I built. I paid $300 for it back then. Lol
Anyways..
I am seeking guidance on upgrade options for my pc. I have filled out my system specs in my profile.
The pc is a typical OEM box that was purchased back in 2011-ish.

It's primary purpose these days is playing YouTube videos for my 1yr old son. The pc seems to sort of struggle with this at times. Namely, the CPU is having to decode the video and in turn the fans spin up to get rid of the heat and it's annoying. Heat sink and fans are clean.

As this pc has a seemingly light weight job, what upgrade(s) would be most economical?
I would like to keep price below $200.

Must be a stock cpu heatsink, if possible I'd upgrade it.

GPU, depends on the powersupply in the machine, what are the specs of the machine?

For your machine It depends on the monitor resolution too. If its 4k and up you need a pretty beefy gpu, if not a R7 250 would work.

AMD r7 240X or 250 would work, otherwise consider a psu upgrade to atleast 500 watts.

I would also get the latest motherboard bios to prevent any headaches

Just the card, if you want anything greater than a r7 250 the PSU would need to be upgraded too.

I wonder if there is much difference from the 250 and the 250x?
Seems the 250x has an extra gig.
