Help with AMD/ATi HD 7970 BIOS

I just bought a used AMD / ATI HD 7970 Engineering Sample. At least I think it's HD 7970. The graphics card has written that is ENG Sample P/N 102-C38001-00 Rev.16
ASIC Type Tahiti labeled ASIC P/N 215-0821000-00 (this is the code on GPU).
Identification of PCB's 109-C38031-000, then the model is C380. VRM is Volterra VT1556MF. Now, I have a problem, can not install the drivers, as soon as you install it is not possible to log into Windows, freezes, turns off the image for a second, .... appearance of the colorful pixel cubes, and so on ...
Without drivers on the GPU-Z shows that the Core 800 MHz, and MEM 1250 MHz, ROP / TMUs 32/128, 2048 shaders, Subvendor AMD / ATI, DeviceID 1002-6798 1002-0B00. With the help of GPU-Z I downloaded BIOS (both BIOS) from the GPU. It says that the BIOS 015.004.000.000.000000 with Core Clock 800 MHz and 1250 MHz MEM. I found on the Internet only one BIOS for the GPU C380 with VT1556M (925/1375) and when I put on the card and it works, but without control fan, and not registering a value of RPM. With its original BIOS and the first version of the Catalyst driver (picture on the screen appears and disappears, and freezes), can control cooler speed, and measure RPM. I have a problem as the original BIOS can not set for more than 800/1250 MHz with VBE7. What to do?

So with the Bios that works but without giving you fan control, are you not able to set up a custom fan profile in something like MSI Afterburner?

No, I cant. Fan stay at 33% - I guess, no measurement with a new bios. With old, REAL BIOS, GPU start at 100% fun speed until logging in system. Once full boot in OS, without driver stay at 100%, with driver fan speed drop down at 33% and you can tweak it ( if you see the screen :D ).

Dump your existing Bios and upload it in here as a Zip, I will take a look at it with VBE7 and see if it is fixable.

FAN speed is not working properly either with the increase in temperature, it is always the same, regardless of whether the GPU at 20 or 60 degrees. And when I edit fan profile with the help of VBE7, it does not affect the FAN operation.

OK, I have made a fan profile for it and saved it as a .fpr file (Magic :)), you cannot upload .fpr files here so I have zipped it and uploaded it into this post, all you need to do is uncompress and save it to your desktop, dump your Bios and open it in VBE7, go to fan profile tab and you will see the option to load a fan profile, load mine, save and then flash, the profile is good so as always you flash at your own risk, you should then be able to change the fan profile settings to suit you.

In the unlikely event that fails I have your complete Bios with fan profile on my desktop and I can upload that if needs be.

I know. But Tahiti started from 7900 series, AMD it used for some FirePro cards. 12 MEM chips it too much for 6900 series, as well as this type of design for GPU. I know it it a great similarity with 6970, especially for buzzer and VRM. Just do not understand how it original BIOS with the values for 800/1250, like a 7950, but with 2048 shaders as 7970. Even the label on the board begins with C380 .... and official 7970 is C386 ....

VBE7 would not work with older gen cards anyways, have you tried it yet Bokacbl?

I know what you're saying, I'm not that stupid, I'm a computer technician for IT support over 10 years. But it is not clear for which test environment is made considering that does not work with standard drivers. That's why I'm looking for help with the editing bios, considering that this that I found works well except for FAN profile.

I also changed the profile and does not work. it must be something else in the encoding. however big thanks for help

Is it possible it is a FirePro? I've never seen a red PCB 7970, mine was black/brown
