How can I lower my cpu multiplier?????

Im stuck with this one guys, I know how to overclock pretty well, but for some reason my mobo or cpu will not allow me to lower my cpu multiplier.I tried putting all my bios to default and lower it and that didnt work either. Any setting I need to change? Please anyone know why I cant lower my cpu multiplier?

My system is:
intel core2duo E2160 @3.4ghz ac freezer pro7
asus p5n32-e sli(not plus)
2g of ocz reaper 8500
8800gt
samsung 250gb hdd
O/S:dual boot -Xp home edition 32bit and vista 32bit
