change your ram from ddr400 to ddr333
if that doesnt work, try upping the vcore ever so slightly.

the chipset on that board is VIA,does anyone know if there may be a chipset limitation?

im not too familiar with the pci e mobo's but i know with my a8v deluxe without moving the voltage too much i was able to get my 3000+ winchester from 1800 to 2500. did you try to lock the pci to 33 and the pci e to 100 that might be why your hard drive didnt boot and you got the system disk error

Hmm.. I'm just going to copy your system specs here..
Processor: Amd 64x2 3800+ 2000 mhz oc @2200mhz
Motherboard: asus proactive A8V-E SE
Memory: mushkin green 1gig 2x512 (3-3-3-8) sp3200
Video Card: ati radeon XT850X
Harddisk: 250gb 7500 rpm sata wd
Case: nxzt + blue lights
PSU: thermaltake 430watt TR2
Software: widnows xp pro sp2

Good Processor, Good video card, bad everything else. This is a typical setup. Overclocking puts stress on all of your computer, not just the CPU. You need a well rounded PC.
Mushkin Green is your standard run-of-the-mill value ram. It's meant to run at it's standard speed with about 10 MHz to spare. If you can clock it higher, consider yourself lucky.
If you can find your CL (also known as CAS, tCL, column access strobe, etc), set it to 3.5 or 4 and try overclocking again.

If you get the "Insert System Disk" error, it doesn't mean Windows has blown itself up, it just means that some piece of your computer is running too fast and it is no longer stable. Considering the Athlon X2 series is generally considered overclockable, I'm going to doubt it's your CPU holding you back. The next most likely thing to go would be your memory. Especially considering that you have value memory.

Like I say, set your CL/CAS/tCL to 3.5 or 4 and try again. Not sure where it'll be. In my Phoenix BIOS (nForce3), it's under... um.. Just look around. Don't touch anything unless you know what it is.

he could raise the latency, but i doubt his bios has it. do you agree that he should lower the dram spd?

EDIT, meant i doubt his bios could raise the latency higher than 3

In my bios it is under Memclock Mode although mine is Asus A8N-VM board.
Ypu need to set this to Limit and will give you options like this

200MHz = DDR400
183MHz = DDR366
166MHz = DDR333

I agree that he should clock his memory down, but more to find what his max CPU overclock is. He'll get a performance boost from keeping a 1:1 divider. If you have to change it, you actually might get worse benchmarks.

Quasar, here is what I would do if I were in your shoes. Look for the divider. Look, look, look. Read your motherboard's manual. Well , let me just...
Actually, I lied. I just googled it for you. Your motherboard doesn't seem to have a memory divider. If you want to overclock, you're going to need at least one of the following two things.
1: A different motherboard (Feel free to ask everyone what motherboard they recommend.)
2: Higher quality memory (Again, feel free to ask what people recommend.)

My recommendations?
Motherboard: Any DFI LanParty, LanParty UT (or possibly Infinity, but I wouldn't give up a LanParty for one) motherboard.
Memory: OCz Gold, Corsair XMS, Crucial BalistX, Patriot Extreme.. Something with a heatspreader, at least..

It's up to you what your next move is. If you really, really, really want to overclock, you're going to have to throw some money at the problem. Otherwise, you're just going to have to remember that there isn't much you can do with "value" parts.
Do a little research on your next computer build. It'll pay off.

(Oh.. You might still be able to save yourself if you can find the CAS latency and relax it, but if you can't change your divider, I highly doubt you can change your CL.)

I agree with XVI you will probably need to spend some money if you are looking for a big overclock,but for the moment if your bios looks like this -

You can alter divider and latency

Divider = Memclock index value

Latency = CAS# Latency (pretty obivious that one LOL)

you have to lock the pci bus at 33 mhz otherwise it will not find your SATA drive and it will say cannot find operating system or somthing to that effect

yeah, until you reach a point where it is not stable anymore but if you lock the pci at 33mhz it will find your sata hard disks and it will boot
