how to do #4 under "solve software problems" on vista ultimate 32bit?

http://www.ehow.com/how_4460971_solve-pc-mouse-freeze.html
////////////////////////////////////////////////////////////////////////////////////////////////////

spec:
- amd athlon64 x2 4400+ brisbane
- 3gb ram
- 8800 gts 512mb
- vista ultimate 32bit
- 500w psu
- motherboard acer f690gvm ati chipset
- bios phoenix technologies version 6.00 pg

CPU usage percent went sky rocket for jus opening videos

symthoms:
- when opening videos.... cpu usage is 70 - 85% and loud noise coming from pc case, likely cpu area.

- when opening video editing programs..... same thing happend.

- at random times when move mouse every inch will have different actions... like move mouse and it will click start menu from desktop, move again and it will highlight something on browser, move again and it will open something ect....

- mouse have 1.4sec pause every 5,6,7 minutes.

- at rare time when scrolling browser.... loud noise coming from pc case..... when stop.... noise gone.

tried:
- ive tried taking out heatsink and cpu and clean dust and put new thermal paste.... still same problem mouse freeze for 1.4sec every 5,6,7 minutes. note after cleaning heatsink/cpu and apply new thermal paste.... psu turns on "turbo mode" itself and cannot turn to normal mode manually. this zumax psu has turbo mode feature which make fan spin faster and louder noise. weird, it supose to be normal mode at default and i cannot turn back to normal mode.
note:
after putting new thermal paste.... my speaker acts weird... when playing music it will have skips... like 0.40sec tiny skip.. like static sound. not jus my speake rbut headphone too.

- take out video card off and boot pc. boot fine. but mouse is not smooth and when scroll page is clunky and when play videos is choppy. i can still feel at random time mouse freeze a bit in addition of already not smooth mouse movement. put video card back and mouse movement smooth and no choppy when playing videos but still mouse freeze for 1.4sec every 5,6,7 minutes

- try other mouse and still freeze for 1.4sec every 5,6,7 minutes

now my next test is to do #4 under the "solve software problems" here http://www.ehow.com/how_4460971_solve-pc-mouse-freeze.html but dont know how. how?

Have you tried a different psu?

Kind of sounds like a virus thought to me.

oh ok ill check on that later. it never came to mind though about that little thing sticking up on motherboard.

im like 97.99% sure its not cause of psu.

im like 100% sure its not virus.

so far i think it might be capacity like someone mentioned. i gotta check on that.

so how do i turn off accel on vista ultimate?

so how do i turn off accel on vista ultimate?

1. downgrade your graphics card to something beyond intel GMA level (just kidding)

2. not sure myself but try reinstalling your graphic card &/or chipset drivers.

3. try another graphics card & see if it does the same thing?

4. if all 3 fails - upgrade to windows 7 - might solve a fair few issues & you'd probably be a lot happier in general too.

Or maybe the easiest & also the most economical way out - a clean install of Vista, providing you already have the disk.

Did you check to see which processes were actually using the CPU load? i mean, every cpu spikes when youre loading an app or doing something intensive, but usually you can see the exact process which is raping your CPU. I dont know, i only skimmed over this, chances are you have some random rogue application not behaving like its supposed to. MSN video recorder is a known one to do such a thing. Before something as drastic as a wipe or replacement of your OS, try a reinstall of whichever program is killing the machine. The cursor freezing used to happen to me when i hadnt properly installed IDE drivers and something using an IDE connection was being utilized. regardless, without more information i cant give more help than i already have. And i recommend getting rid of vista 32bit anyway, its a horrible OS plagued with issues. Go for win 7 64-bit :D

Edit #1: i remembered a heat issue with my friends PC, was due to a push pin not being properly secured to the motherboard. recheck and make sure the HSF is properly secured to your CPU, although, your computer should automatically turn off if it wasnt being cooled sufficiently from boot.

Edit #2: there is a high chance the cpu at load is causing the move to jerk around, i know it happens on my system when i boot half of CS4 at once XD

I don't know, i have a hard time believing this is all being caused by GPU/Hardware acceleration.

cool nice info stpe by step. it says your current display driver doe snot allow changes to be made in hardware acceleration settings. what now?

note:
after putting new thermal paste.... my speaker acts weird... when playing music it will have skips... like 0.40sec tiny skip.. like static sound. not jus my speake rbut headphone too.

ps. i didnt read some posts. read later.

This most likely has nothing to do with hardware. Screeching from the power subsystem is not uncommon, nor bad. when you're hammering your CPU or any other motherboard regulated power consumer, the PWM section has to keep up per its design spec.

Most likely the huge CPU load is caused by some software process thats consuming more than you might expect. You need to look in your event logs and see if you have any errors. Also, you need to look inside your windows config (use a tool like tune-up utilities) to see what processes are running at startup, etc.

Video acceleration will NOT cause power consumption on the mobo... it uses your GPU, which has its own power regulation circuit. Those motherboards mostly limit PCIe slot power consmption to 25 watts.
