try just maxing the power limit out 1st, then bump mhz.

keep temps under 90c to avoid throttle.

You don't need to overclock your system to get more stable FPS. You could limit your FPS to a value you're sure to maintain, say 100. You could also use V-Sync.
If you want to get more performance out of your system, you can overclock it.
You didn't mention what your processor was but your motherboard does support overclocking. You can use MSI Afterburner to overclock your GPU.
What I don't understand is why you would want to play on low settings at that strange resolution and need even more FPS.

3570 non-K. So it might not be easy to OC.

Try Mantle? Or is that not available for MP? I wouldn't know. I don't play MP.

I don't see what the problem is. I didn't notice any screen tearing or stuttering. Why do you think you need more, or more stable fps? Am I missing something?

@pandatech

In the past more fps meant better performance in mp shooters , but modern games do the same once over 60 fps.
And I don't think you're under that with your setup.

you'd probably do better OCing the CPU vs OCing your GPU.
OC CPU = 10-15 FPS increase
OC GPU= 2-4 FPS increase

you'd probably do better OCing the CPU vs OCing your GPU.
OC CPU = 10-15 FPS increase
OC GPU= 2-4 FPS increase
CPU OC only help with minimal FPS, tho GPU OC doesn't do much either, any multiplayer or massively multiplayer game need a "good CPU" tho your 3570 should be plenty enough for it even with a boost max of 3.8ghz

getting 200fps in BF4 multi ... meh, well i don't play multi so ... for me 1080P min 45fps max 60fps Vsync at ultra settings was enough (during my 290 time)

i see people playing 1600 x900 bf4 with r9 290 (not oc) with a stable 200 FPS ingame dont know why i cant get this ?
maybe because they play at 1600x900 ... and probably lowest settings also

my max OC with a stock cooling was 1150/1500 iirc but only for benchmarks, for 24/7 it was 1050/1350 with a fixed fan profile of 65%
what did i do : push power limit slider to the max and ... put some mhz more in the core and mem slider (+103/+100)

Where do those numbers come from? If anything, it most likely would be the other way around.

It's more than likely power efficiency/throttling kicking in or card not detecting 3d mode. Probably the most annoying thing about owning an R9 series card.

Double check Radeon settings and make sure power efficiency turned off. If that doesn't help use MSI afterburner to confirm core clock is not stable, then use MSI afterburner with Powerplay support to set clock.

I've had nothing but issues trying to keep my R9 380 stable. Using old drivers + MSI unofficial overclocking is the only thing that works.

well 200fps stable is not needed ... so it's limit trivial. (unless you are convinced it is and you absolutely need it to play correctly ... which is a, hum, a placebo effect o_O not totally the right term i reckon but ... well i am out of coffee )

on the other hand ... since on my 290 (which was a reference Asus) even with OC 1050/1350 (and a FX-6300 @4.3 1st then a i5-4690K @4.5 later) i got 45-60fps on ultra (campaign) i wonder why your 290 doesn't give you a normal fps ... you get? lower than 60? (if not ... then you have no issues at all ... ) altho i didn't test the latest Crimson driver (only the 1st series ) sometime the latest driver isn't the best (tho usually it's more for nvidia that kind of thing )
