How to Remove All Permission and Privilege Restrictions?

Does anyone here maybe know how to remove all permissions and privileges and admin stuff from a system? I remember I somehow did it previously before I had to reinstall Windows a few days ago because of constant BSODs, but I can't remember how and I can't seem to find it and now it looks that I have to do it again because it's not even allowing me to write to the root of one of my drives or install programs to another entirely.
 
When logged in as an administrator ....

1. Right Click on the drive
2. Select Properties
3. Select Security
 
So I found the program I've used before to do this, it's called registry editor. Using it and the help of someone else I fixed the issue of not being able to write to the root of F but I still can't install programs to C.
 
You shouldn't have any problems installing programs to C? Even with a normal administrator account. Unless you're trying to install to the Windows folder or some other weird place?
 
I use this program called Ultra Virus Killer, it's freeware mostly. The name doesnt cover the content in this case ;)

Anyways, in this program there's a section called system repair that has a couple of options to repair/reset what you are asking for. it's called "reset registry and file permissions"

I mostly use it to run some standard pc fixing stuff unattended, like uninstalling a bunch of crapware and repairing windows update in some cases.

I've used this tool before and it's a good one. It should be noted that it's shareware.
