I can't figure out whats wrong - GPU or PCI-E or maybe the problem is somewhere else?

Do a search of Gigabyte Series 8 motherboards and PCIe; There are quite a few people who are having issues like yourself. Out of curiosity I just did such a search and the forums here and over at Guru3d report many users experiencing GFX issues with ONLY Gigabyte Series 8 boards while their older systems (P67, Z77X, etc) work great.

Yeah, i probably should've searched more than i did and bought something else.

I have a question though - card seems to be working as it should, but in one particular game, metro: last light, after initial scene when he gets to some sort of house:

(scene is @5.02 mins)

my PSU starts making sound like this:

It's just in this scene, and the sound literally starts when i go into the game. For example, if i'm in menu, there is no sound, just as i click resume, the sound instantly starts. I wasn't even playing with the card and just wanted to try a game, so temps are about ~35 C at the time when you can hear the PSU. FPS are low too - about 15~. And this is just in this game and this scene (in the beginning scene everything was normal, but i was afraid to play more after that scene so i don't know if everything is good after that). I tried running other games (Crysis 3, AC4 etc.) but there was no sound from PSU. Tried testing on 3dmark, fur mark too, but PSU didn't gave any sound. It's just in that scene that PSU starts sounding like this.
Is the card starts drawing more power then my PSU can handle? Maybe 620 W for a whole system is not enough?

It sounds like the fan inside is clipping against something. Inspect the PSU and make sure the fins on the fan are clear.

I checked the fan, there is nothing in way, you can spin it manually and it spins freely. Plus if there were something in the way, i think i would hear that sound all the time, wouldn't i? But as i said, there is no sound when playing other heavy games like crysis 3, or doing tests with 3dmark or a little bit (about 20 s) with fur mark.

totally at a loss then, I think its best to take the PC back to the shop where you bought it, explain your problem to them and have them find out whats wrong. Its not worth wasting money on a new PSU just to test it when you live fairly close to the place that built it

Are you completely sure sound is coming from your PSU? (Crysis 3 is very gpu heavy / power hungry and PSU seems fine)
That scene at 5 minutes into the video is very simple but has heavy post processing and depth of field effects, could it be that the graphics card power circuitry is producing the noise?

Yeah i'm sure it's from PSU. My PSU is on the bottom while the card is in the middle of the case, so when you open the case side and listen from closely you can hear that sound is originating from PSU at the bottom.
And yeah that's what i'm thinking too - Crysis 3 is very power hungry, and i played it a little bit more just to check and there is no sound. Card heats up a little, fans are spinning more but from PSU you can't hear a thing. But in that metro scene my PSU still starts making sound like in that video, no matter that the card temps are idle and i haven't even played with it. Plus the sound starts instantly when you press "resume" from the menu.
I used fur mark a little bit more - for about 60s, and there were no sound from PSU too.
