A lot of bioses have a option witten the bios where it shows "bios roll back" this option is usually disabled you need to enable this.

This is how it is on my Lenovo ThinkPad T480 and desktop motherboard Asus Prime X670-P WiFi.

Yes for HP there is option that unrestricted to older bios is selected, but after trying to roll back showing error bios version is locked by admin…

Interesting is there a bios password or another password when the laptop is booting?

If so you need to remove all this since they are blocking your flash.
