See if you can get the clocks up a bit, or all core turbo. It will hold the 1070 back but not by a whole lot.

Here is the thing his single core performance ain't that bad but the problem is that I5 4460 have only 4 cores(NO HT)so most likely it will depends of the game if utilized more than 4 core which is more&more often it will choke that GPU and in a matter of fact maybe in some more demanding games you can expect FPS to be all over the place and if they dip down into the single digit numbers you may experience bad stuttering effects,so in short here you not just dealing with the lower IPC your bigger problem in the future could the actual lack of cores/threads......

I can look over to my girlfriend's desktop that's got a 4690k and 1070, and see she's literally had no issues in any game so far. This covers all genres of games.

This. Depends on the game and monitor refresh rate. If you want to power a high refresh rate monitor in the latest AAA games then you may fall short in some. If you are shooting for 60fps or have a large catalog of unplayed games you will be fine.

here is the written version of that youtube test

while it does show there are more and more games capable of using the six cores in the Ryzen 1600, it also shows both CPUs are capable to playing all the games at good performance. Even at stock the i5-7600k 1% FPS never dips to unplayable levels and its average FPS is 60FPS or greater in every game at 1080p and only dips to 59FPS avg with ACO at 1440p (same performance as the Ryzen 1600)

Once the 1070 is obsolete, the i5 quad core will also be obsolete. Until then, it should be fine, the i5 quad still has a few more years of life. 15 years ago, CPUs would go obsolete rather dramatically, that isn't the case anymore.

As always, it's going to depend on the game and the settings you try to run.
It might be fine in a lot of games, but it also might show it's age in others.
I don't feel the 4460 is a great gaming CPU with it's low multipliers, and IMO it will hold back a 1070.
I've benchmarked a lot of old CPUs, and that CPU lost to 2500K in my gaming tests.
I don't have the numbers on hand, but I've seen 4460 bottlenecking a 1060 in Division 2.
Division 2's built in benchmark can produce a graph, and the 4460's framerate is all over the place with huge dips.
Swapping in a 4770 makes all the dips go away, and get's higher FPS.
No amount of turning settings down can bring the 4460/1060 on par with the 4770/1060 in this game.

Yes the CPU (even a 2500K) is capable but the bottom line is and the question is will it be a bottle neck and the simple answer is yes it will be a bottleneck in games that love CPU and in the future is only going to be even more so which that video proves. If he games at 4k then it doesnt matter what CPU he uses, the GPU will be the bottleneck obviously.

Depends on your resolution. I get drops in that game with my 4790k @4.6 and 1080ti.

Felt like a 7600K @ 4.7 was already a bottleneck for GTX 980 with newer titles two years ago. 7700K @ 5GHz helped a lot with its hyperthreading.
